Abstract

Increasing use of administrative data is one of the core transitions of the production process in official statistics that many of National Statistics Offices (NSOs) have been turning to use it. Economically reasonable changing, this transitions have been faced with different range of inconsistencies and quality concerns. The most notable problems occurring when the official statistics have been produced based on different methodologies, definitions, classifications, periodicity etc. These kind of quality-related problems occur in both raw data in administrative process and in the final statistical products especially in decentralized statistical systems. In this study, theses sort of problems will be discussed at very first place in the administrative process to the final results and the positive and negative parts of each will be developed. Considering case of Iran statistics as an example of in decentralized system as focusing case on, this study discussed on Covid-19 statistics in the time of Pandemic. This statistic related to the more than one ministry/ organization and it always has been in the center of discussions. It hopes that the explanatory discussion in this paper will be beneficial for other statistical offices.
