Abstract

In 2018, the National Statistics Office began the process to strengthen the statistical data production through administrative records, by implementing an inventory of administrative records based in the statistics operations of the institutions of the National Statistics System (NSS). As a result we responded to the need of identifying statistical production through the administrative data. As of 2020, we elaborated the first instrument for the characterization of administrative records and two diagnoses of administrative data throughout the NSS.
The inventory of administrative records provides us with information associated with the production process in the NSS (collection, storage, use and accessibility), and it is used to implement action plans to improve the use of the identified sources.
In addition, in late 2022 we launched the National Statistical Plan 2021-2024, an instrument that establishes the regulations for the application of the National Development Strategy 2030 and the National Framework for Quality Assurance of the United Nations. This plan contains a series of strategies, in which we consider the evaluation of the level of usage of administrative records produced by the NSS institutions. This strategy responds to the results of the statistics capacity evaluation of the Dominican Republic, implemented by the IDB in 2020.
The NSO Dominican Republic is committed to guaranteeing the quality of the data produced and to determine the statistical potential of administrative records. We have also defined attributes associated with the concept of quality in statistical production, such as:

• Utility
• Consistency
• Accessibility
The NSO is committed to strengthen the capacities of the NSS in the use of the generic model for administrative data, through which we expect to cover all the necessary phases to guarantee their quality for statistical use. We are also committed to strengthen relations with the NSS institutions for the exchange of administrative records databases, also to strengthen the technological abilities to deal with the challenges we present in this area.
The experience in the administrative records workshop facilitated by the Collaborative on Administrative Data was valuable. The sessions were interactive and dynamic. Practices associated with the quality of the RRAA and the exchange of microdata, among other issues of interest. In addition to this, it helps us to strengthen the technical capacities in the necessary normative processes for the correct statistical use of administrative records through the application of understanding memorandums to share the data, the microdata anonymity process, as well as the legal frameworks necessary for the NSO to execute these activities.
