The Impact of WSBK and MotoGP Events on population Welfare in Nusa Tenggara Barat after Covid-19 pandemic : Small Area Estimation Implementation

Abstract

Through COVID-19 pandemic in 2020, an economy sector went down due to trading sector of people are decrease in Indonesia. Furthermore World Superbike (WSBK) event held in Mandalika circuit, Lombok Tengah, Nusa Tenggara Barat (NTB) Province on 2021. The economy trading such as hotel lodging, food, or jewelry trading business became relative increase during WSBK event. On 2022, there was another event in Lombok Tengah, NTB called MotoGP held on March while WSBK extension held on November. At the same time, there was Motocross Grand Prix (MXGP) event held in Sumbawa, NTB on June. An economy sector in NTB becomes increase since COVID-19 pandemic on 2020 due to those events. In addition to economy sector, welfare of people become better than pandemic period due to their trading business more increase. Simultaneously, a plethora of agencies or government institute need more information in smaller area such as poverty, population, or sanitation for decide a better policy. Especially in poverty that always become the one important thing to be noticed by government because it represents the welfare of people. There are many aspects to influence poverty such as education, sanitation, or household characteristics but only monetary aspect is used to obtain poverty measurement in general. Therefore, in this research was conducted to measure poverty based on monetary aspect and multidimensional manner in smaller area for comparison and see the impact by WSBK or MotoGP events. To obtain poverty proportion based on monetary aspect, this research uses Empirical Bayes (EB) with no covariate of Small Area Estimation method while to obtain poverty based on multidimensional manner uses Multidimensional Poverty Index (MPI) based on Alkire-Foster method. According to UNICEF, children are more vulnerable to live in poverty than adults and almost 1 billion children worldwide are multi-dimensionally poor. Hence, the data used to calculate multi-dimensionally poor by MPI based on Alkire-Foster method are children age 1 until 17 years old while data used to obtain poverty measurement based on monetary aspect are every unit in each area. In Indonesia, the smallest area to estimate for publishing is regency but a few agencies need information in sub-district area for their decision to make a policy. Hence, all of the sample in each regency are break down into sample in its sub-district and calculate poverty measurement in sub-districts with Empirical Bayes by Small Area Estimation methods and Multidimensional Poverty Index (MPI) based on Alkire-Foster method. In conclusion, most of the RRMSE of EB estimators are smaller than direct estimators. Furthermore, the MPI results are positive correlation with EB estimators of poverty measurement hence child poverty maybe become the root of poverty rate in those area. In addition, WSBK and MotoGP or MXGP events contribute to make a better economy sector in NTB since COVID-19 pandemic.
