Abstract

The NSI of Uruguay is in a transitioning process to a register-based census. Currently, we are working on a pilot project on register-based census in parallel to the traditional census 2023, in order to compare both sources and measuring gaps between them.
In this context we have built a System of Integrated Statistical Registers that links data from several administrative sources on population, enterprises and real estate.

What is the SIREE? (Sistema Integrado de Registros Estadísticos y Encuestas or System of Integrated Statistical Registers and Surveys).
It is not just a central database or an information system. It is a system, in the broadest definition of the term, formed by a set of interrelated elements that works as a whole.
The SIREE system is based on a series of key elements, which may not be the most visible; perhaps the most visible part of the system is the data warehouse.
Below or behind the DW are some key elements:
• Master Data and Metadata Management is the DNA of the system. In that sense, we developed a software tool called MasterData which is based on the ISO 11.179 standard.
• the GSRBPM model adapted from the original model GSBPM from UNECE.
• a Conceptual and methodological framework of the SIREE.

SIREE is a system of integrated statistical registers but also censuses and surveys.
It is based on the model of the Nordic countries, which is made up of three base registers (population, business and real estate).
The architecture of the data warehouse of the SIREE is composed by four layers.
The first one is data-input layer. At this first layer we have a single input channel for the data. We can think of it as a "funnel" where we receive the administrative data in different formats, from plain text files to web services in the cloud through the Government's interoperability platform.
The second layer is the data transformation and integration layer, then the layer of centralized updating and aggregation in the data warehouse and another for data analysis and presentation. In other words, it is not only architecture on the information technology side, but also in how we have organized the processes.
